OHCSF TRAINS DIRECTORS ON ETHICS FOR EFFECTIVE SERVICE DELIVERY

The Office of the Head of the Civil Service of the Federation at the weekend organised a workshop on the pre-testing of identified attitudes and core values on work ethics for Directors of reform and communications drawn from various Ministries, Departments and Agencies (MDAs) of government.

In his opening remarks, the Permanent Secretary, Service Policy and Strategies Office (SPSO) Dr. Emmanuel Meribole stated that the workshop is hinged on the value attitudes in the service that can impact on effective service delivery.

“The civil service has a robust value system but it has been observed that in recent times there is a decline in the ethical standards expected of the Civil Servants” he added.

“The decline in ethics and values has also contributed in no small measure to low productivity by the Civil Servants” he further said.

Dr. Meribole said It is essential to re-awaken these ethical and value systems which the service is known for so as to change the declining perception of individuals about the conduct of government business.

He stated further that a key aspect to repositing the service is a culture change; a change of mentality, mindset and behaviour of Civil Servants.

The Permanent Secretary added that the workshop is set to achieve the following objectives:

I.                To carry out a pre-test on identified attitudes and core values

II.              Deepen the understanding of the stakeholders on the attitudes and core values

III.             Repositioning the service to focus on reinforcing positive attitudinal and core values

Consequently, to ensure that these set objectives are realized, all stakeholders need to be well-informed about “this incisive, so enriching, interactive and educative workshop and to cascade it down to your various Ministries, Departments and Agencies (MDAs)” he stated.

The lead consultants, Jethel Nigeria Global Resources Limited, Mr Jones Okocha charged all participants to reflect the change they want to see in their organisation.

One of the participants who responded on behalf of the syndicate groups, Assistant Corps Marshal Kingsley Agomohimni applauded the OHCSF for organising the workshop, while urging other participants to ensure that the knowledge gained at the workshop is passed down to other officers in their respective organisations. “Change begins with you, so let your attitude and values carry the message of change” he added.

In his closing remarks the Deputy Director Service Culture and Ethics in the Office of the Head of the Civil Service of the Federation, Mr. Osueke John Chidi commended the participants for making out time to attend the workshop.

“I wish that what we learnt will be used to identify officers with the good attitude and values that can help to achieve best service delivery” he added.

He noted that Civil service is the engine room of government service delivery and encouraged participants to strive at all times to deliver quality service to our father land.

Mr Chidi also said “we strive towards achieving the efficient, productive, incorruptible and citizen centred (EPIC) service”.

The workshop focused on the following areas:

i.                Pre-test questionnaire

ii.               Presentation and summary action

iii.              Understanding the values and attitudes of the civil service

iv.             Identifying positive attitudes and core values of Civil Servants

The workshop is in line with the transformation drive of the Federal Civil Service Strategy and Implementation Plan (FCCSIP) 2021-2025 geared towards transforming the Nigerian Civil Service into a world class service for accelerated national development.
