AG HCSF INAUGURATES 11- MEMBER COMMITTEE ON OPERATIONAL GUIDELINES FOR CONTRACT APPOINTMENTS IN CIVIL/PUBLIC SERVICE.

The Acting Head of Civil Service of the Federation, Dr. Folasade Yemi-Esan has inaugurated an 11-member Committee for the development of modalities for the implementation of short-term engagements into the Civil/Public Service.

During the inauguration which took place on Tuesday, 4th February, 2020 in Abuja, Dr Yemi-Esan said the assignment of the Committee being constituted is to develop modalities for the implementation of these short term engagements (contract appointment, Sabbatical Leave, Exchange programme and talent sourcing strategy) in the Civil/ Public Service.

According to her, the Committee is to streamline the provisions of contract appointments in the Civil /Public in line with PSR 020401 and 100222 which provided for one year Sabbatical leave for Officers on SGL 15 and above in the Civil/Public Service.  It is observed that this provision has only been implemented in the tertiary academic and some research institutions.

She said that the implementation of the 2017 -2020 Federal Civil Service Strategy & implementation Plan (FCSSIP) provides for exchange programme among workers in the Public and Private Sectors to the Civil Service. The talent sourcing strategy is to attract professionals with innovative ideas into the service to fill the existing gap due to exodus of experienced professionals in the service as result retirements or search for greener pastures.

The Committee is to be chaired by the Permanent Secretary, Service Policies and Strategies Office, Office of the Head of Civil Service of the Federation, Dr. Magdalene Ajani. The Permanent Secretary, Federal Civil Service Commission, Mr. Abel Enitan as Co-Chairman and the Director, Organisation Design and Development, OHCSF, Mr. Benjamin Omogo as  member/ Secretary while others are members.

The Ag HCSF charged them to bring their wealth of experience to bear on the assignment and work assiduously to ensure that a clear cut standard on the implementation of these provisions in the PSR is achieved. 

The terms of reference for the Committee include:

  1. The Circumstances that may require contract appointment, career exchange and talent source;
  2. The tenure of such appointment / engagements
  3. The qualifications and requirements for engagement of an Officer on those provisions
  4. The guidelines for determining the commensurate remunerations for Officers engaged under the provisions and
  5. Other matters deemed necessary to facilitate the implementation of the Provisions in the PSR.

The Committee has four (4) weeks to submit its report.

In her response, the Chairman of the Committee, Dr. Magdalene Ajani  thanked the Acting Head of the Civil Service of the Federation for the trust reposed on them promising that the Committee would put in their best and come up  with a quality report as expected of them.
