43RD NATIONAL COUNCIL ON ESTABLISHMENTS COMMENCES IN ABUJA

The 43rd Meeting of the National Council on Establishments (NCE) kicked off on Monday, 24th January, 2022 at the International Conference Centre, Abuja.

The delegates from the 36 states of the Federation were led on a courtesy visit to the Permanent Secretary, Federal Capital Territory Administration (FCTA), Mr. Adesola Olusade by the Permanent Secretary, Service Policies and Strategies Office (SPSO), OHCSF.

Mr. Olusade thereafter led the delegates back to the meeting venue - the International Conference Centre to declare the delegate meeting open.

In his speech, Mr Olusade described Civil Service as shoulders on which successive governments rest and rely upon. He said that the civil service is a tool which the government uses for planning and executing its programmes. “A committed civil service is the best vehicle for carrying out and explaining to people, the policies and intentions of Government” he added.

He further stated that the civil service must continue to reform and reposition itself in order to sustain its relevance maintaining that the annual National Council on Establishment provides the platform to reflect deeply on roles of civil service, the responsibilities, the evolving strategies and policies that will enhance the discharge of mandates of civil service to the governments as well as opportunity to seek for better working conditions.

He however highlighted some of the achievements of the FCTA as such as the prioritization of the affairs of its workforce through regular annual promotion; training and retraining of the FCTA workforce at reputable training institutions such as the Public Service Institute of Niger (PSIN), Centre for Management Development (CMD), Administrative Staff College of Nigeria (ASCON). According to him plans are at advanced stage to train more of the FCTA staff with Philip Consulting and Lagos Business School.

 In addition to these feats, the FCTA pay attention the needs of its senior citizens as pensioners are not being owed, he added.

While encouraging participants to set the appropriate agenda for the Council, he also enjoined them to take time out to visit the exhibition stands so as to promote the Nigeria made products.

Earlier in his remarks, the Permanent Secretary, SPSO, Dr. Emmanuel Meribole said that the meeting was expected to evaluate memoranda and recommend measures that would have impacts to service delivery by tackling some of the challenges facing the service. Accordingly, the meeting would be hearing a wide range of memoranda for consideration, he added.

The meeting of the delegates which consists of the presence of the thirty-six (36) Permanent Secretaries on Establishment Matters from 36 states of the Federation including FCT, will be on till Thursday 27th January when the Council Members (the Heads of Service) from the 36 States of the Federation and the Head of Service of the Federation, Dr. Folasade Yemi-Esan will arrive to officially declare the 43rd National Council on Establishments open.
