COMMUNIQUE AT THE END OF THE 41ST MEETING OF THE NATIONAL COUNCIL ON ETABLISHMENT (NCE) HELD FROM MONDAY 4TH – FRIDAY, 8TH NOVEMBER, 2019 AT ORCHID HOTELS, DBS ROAD, ASABA, DELTA STATE.

COMMUNIQUE AT THE END OF THE 41ST MEETING OF THE NATIONAL COUNCIL ON ETABLISHMENT (NCE) HELD FROM MONDAY 4TH – FRIDAY, 8TH NOVEMBER, 2019 AT ORCHID HOTELS, DBS ROAD, ASABA, DELTA STATE.

The 41st Meeting of National Council on Establishments (NCE) met in Asaba, Delta state from Monday, 4th to Friday, 8th November, 2019. The meeting was declared open by His Excellency, Sen. Dr. Ifeanyi Okowa, the Executive Governor of Delta State, ably represented by His Excellency, Deacon Barr.  Kingsely Burutu Otuaro the Deputy Governor.

2.       The welcome address was delivered by the Head of Service of Delta State, Mr. R.O.E. Bayoko, mni. The keynote address was delivered by the Acting Head of the Civil Service of the Federation and Chairman of Council. In her address, the Chairman disclosed that significant successes in the implementation of the Federal Civil Service Strategy and Implementation Plan (FCSSIP) (2017-2020) have been recorded, especially at the Federal level.  She added that the OHCSF is open to collaborate with other tiers of government on the plan so as to extend opportunities, benefits and lessons from it to the states with the aim of deepening the impact of the strategy across the Nigeria Civil / Public Service.

3.       The Acting Head of the Civil Service of the Federation and Chairman of Council, Folasade Yemi-Esan presided over the meeting; attended by Heads of Service from thirty-two (32) states and representatives of the Federal Capital Territory. The Chairmen of Federal Civil Service Commission and National Salaries and Wages Commission, Corp Marshals of the Federal Road Safety Corp and other Federal and State Delegates participated in the meeting.

4.       The plenary session of the Council was preceded by a three-day Technical session of the Council Officials comprising Permanent Secretaries in charge of Establishment matters from Federal and States Governments.    

5.       After the opening ceremonies, Council in plenary considered forty-eight (48) Memoranda on various establishment matters.

6. Council appreciated the need for the Public Service Rules (PSR) and Schemes of Service (SoS) to be reviewed, as currently being embarked upon by the Office of the Head of the Civil Service of the Federation (OHCSF). States were to submit their inputs on the review to the OHCSF on or before 30th November, 2019, either in hard copy or through www.ohcsf.gov.ng.

7.       Council re-emphasised its earlier decision at several meetings that professional certificates should be used for proficiency purposes only, in the Service.

8.       Council Secretariat should ensure that memorandum to the Council are appropriately routed through the proper channel of communication, as applicable in the service.

9.       Council constituted a Committee to examine issues of review of entry point, internship programme and any other related matters in the Service. The Committee shall also assess the appropriateness/ relevance of Regulatory and Professional Certificate in the Schemes of Service for determining Entry, Advancement / Promotion and general career progression in the Civil / Public Service.

10.     Council noted the need for the Civil / Public Servants to be competent in the discharge of their duties. The Services were enjoined to provide opportunities for Civil/ Public Servants to develop and improve on their Skills / Capabilities through regular training and re-training.

11.     Council encouraged Government to pay salaries regularly; as a way of motivating their workers for optimum performance.

12.     Government to consider establishing regulatory bodies for relevant professions for the delivery of quality Service with a view to ensuring that those employed in the Service perform efficiently.

13.     Placement of Officers on Salary Grade Levels on entry is based on job content after thorough job evaluation. Officers were enjoined to improve on their skills as a way of advancing in their career and not through membership of associations/ professional bodies.

14.     The Council to set up a monitoring committee on Establishment matters to ensure that the Services comply strictly with its approval.

15.     The National Assembly were enjoined not to pass bills that border on establishment matters, as such issues require cursory examination of each subject at the NCE, where they are deliberated upon before appropriate decisions are taken to avoid conflict with extant Rules and Regulations in the Service

16.     Council enjoined Governments to ensure that contributions of employees under the Contributory Pension Schemes (CPS) are promptly remitted to the Retirement Savings Account (RSA) in compliance with the 2014 Pension Reform Act.

17.     Council commended the Government and the good people of Delta State for the hospitality extended to the delegates, the excellent arrangements made and the facilities deployed to ensure the success of the 41st Meeting of the NCE. The Council also commended the Delta State Government for its support to the Civil Service in Nigeria as evidenced in the hosting of about five National Council meetings within the year.

18.     Council also expressed gratitude to the Government of Lagos State for accepting to host the 42nd National Council on Establishment (NCE) meeting proposed for the first quarter of 2020.

19.     In closing, Council expressed appreciation to the President, Commander-in-Chief of the Armed Forces, His Excellency, Muhammadu Buhari, GCFR, for his purposeful leadership of the nation and the inspirational direction that he is giving to the Public Service in the Next level Agenda.
